Ephraim represents the elect Israelites and Gentiles, where Judah represents the elect Jews; the natural branches of the good Olive Tree. The word ephraim means “double fruit” (Strongs #669) Yahoshua said in John 15: 8 “This is to my Father's glory, that you bear much fruit, showing yourselves to be my disciples.” These believers would consist of both physical Jews (born Israelites) and those who are born Gentiles (non-Jews).
Rom 11: 25-26 I do not want you to be ignorant of this mystery, brothers, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in. And so all Israel will be saved
